The AHRF is looking for innovative ideas and methodologies that reach broad constituencies and enhance the capacity to develop new strategies and approaches. In the interest of consistency and transparency, the AHRF has adopted the following criteria for assessing proposals from organizations:

  • Strength of the organization, which is expected to demonstrate effectiveness and firm roots within its community

  • Soundness of project methodology, as measured by the following:
    • Projects should have a sound rationale
    • Projects should promote change, social progress and the protection and advancement of marginalized communities
    • Projects should have the potential to be applied in other countries or constituencies across the Arab region and to a variety of human rights issues
    • Projects should have the potential to contribute to the strategic and effective strengthening and enjoyment of human rights in the region as a whole
    • Projects should have the capacity to be implemented in partnership with one or many organizations in a country or across the Arab region

  • Potential for emergent opportunities that may be enhanced through support from the AHRF by providing the added capacity needed to seize opportunities and move the human rights agenda forward.  Such emergent opportunities can include:
    • A critical mass of events that create opportunities for the advancement of human rights
    • The relaxation of government restrictions, increased public engagement or the emergence of a critical mass in a particular country formed to demand respect for a particular human right
    • The formation of a new network of organizations to tackle one or more human rights issues
